Official summary
General motors has determined that certain 1995 oldsmobile 88 and 98 model vehicles equipped with a 3800 series ii engine (pro l36), may have a deceleration stall under certain specific conditions. This could result in loss of power steering assist, generator and power braking assist. What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
