Official summary

To improve startability of 2.0l engine at ambient temps below 0 deg f (-18 c) depress the accelerator to approx. 1/4 throttle & crank for 5 sec. If the engine does not start, continue cranking while depressing the accelerator to initialize the pcm dechoke strategy. When the engine starts, maintain sufficient throttle opening to sustain engine operation until the excess fuel is cleared from the engine. Do not over rev the engine.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
