Some vehicles built afer 1/25/95 may exhibit an intermittent horn operation while functioning at various steering wheel positions. The horn is grounged through the steering wheel bearings which at times does not complete the circuit. Engineering is designing a clip to provide a redundant ground on the horn circuit through the steering column tube.
