Official summary
The front end accessory drive (fead) belt may slip at the crankshaft damper in wet weather conditions or driving through puddles when steering in parking lots, driveways and around corners on some vehicles. This may cause increased steering effort and the battery light to come on. This may be due to water ingested by the fead belt resulting in slippage of the fead belt at the crankshaft damper. Replace the crankshaft damper and fead belt.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
