Official summary

On transmissions built before 6/20/95 (fig 1) an extended shift and a higher engine rpm than expected and/or no shift condition, possibly along with a flashing 'o/d off' lamp and/or the diagnostic trouble codes (dtcs) listed above, may occur. This may be caused by a damaged intermediate and/or overdrive servo seal.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
