Official summary
An intermittent increase in the radio volume during park to reverse neutral to drive, and abrupt drive to park shift lever movements. This can only happen on automatic transmission vehicles with the automatic volume control (avc) feature of the audio system turned on. The cause is noise in the output shaft speed (oss) sensor signal sent to the powertran control module (pcm) then passed on to the audio system.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
