Official summary

The instrument cluster will chime repeatedly whil driving if the driver's seat-belt is not fastened before the vehicle reaches 3 mph (5kph). The chime feature will sound for 30 seconds, then stop for 6 seconds, then sound for 30 seconds. This chiming pattern will continue for a duration of 5 minutes or until the seat-belt is buckled. Customers can disable the seat-belt minder without going to the dealership.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
