Official summary

Some vehicles may exhibit driveline binding, wheel hop on tight turns, or a clunk type noise from the driveline during torque reversal. This is caused by operating in the 4x4 on mode on dray or merely wet pavement. The 4x4 on mode is not recommended for operation on dry pavement. The 4x4 on mode is intended for use only on consistently slippery or loose surfaces. Refer to the owners guide for proper operating modes of the 4x4 system. *tt

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
