Official summary
This may be caused by the door-side surface of the cushion trim being folded and compressed when exiting the vehicle and by the surface of the cushion bolster being rubbed and stretched when entering the vehicle. Repeated occurrences of these conditions may result in a crack forming in the surface of the seat cushion trim. To eliminate this concern, the material of the door-side surface of the front seat cushion trim has been modified to improve tear strength and scratch resistance. Customers having this concern should have their vehicle repaired using the following repair procedure.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
